A vicious criminal, Lewis, stalks his victims. His crimes include lacerating six unsuspecting neighbors and ambushing an Avon saleswoman. For his relentless violence and remorseless demeanor, Lewis was sentenced to death. Connecticut doesn't believe in rehabilitation. A Utah organization, Best Friends Animal Society of Kanab, has a different view: "He would be cared for by specialists who know how to handle cats with behavior problems," Russ Mead, Best Friends' general counsel, wrote to Superior Court Judge Patrick Carroll. This CAT may get a second chance.

The prison industrial comples costs approximately 60 billion dollars annually. The industry employs 750,000 Americans. On any given day, 2.2 million Americans are in prison. 2/3 of prisoners will be rearrested within three years and about 1/2 will be reincarcerated. Consider it a return on your 60 billion investment. This is the real stocks and BONDS.

Recently, the Commission on Safety and Abuse in America's Prisons released a report entitled Confronting Confinement. The findings were revealing, yet not surprising. American prisons are violent, unhealthy, overcrowded, systematically segregated, managed by incompetent wardens and guards, and run with impunity. All the aforementioned were shown to lead to increased reincarceration rates. A RETURN on OUR INVESTMENT of 60 billion dollars.
